All bicycles operated upon the streets and public ways of the city shall be registered and licensed with the Police Department. Within 48 hours after the purchase of any bicycle the owner shall register the same and make an application for a license; the person selling the bicycle is hereby required to notify the Police Department of the sale; to whom it was made, and the serial number and license number, if any, of the bicycle.
