It shall be unlawful for any person to knowingly, or under circumstances whereby he or she should have known, sell, receive, dispose, conceal, or have in his or her possession a bicycle, bicycle part, or accessory of which the manufacturer's serial number or city registration number or tag has been defaced, covered, altered, removed, or destroyed. Every person to whom a bicycle is offered for sale, storage, or dismantling from which the serial or registration numbers as aforesaid have been defaced, covered, altered, removed, or destroyed shall immediately notify the Police Department of that fact.
