The executive and administrative authority of the city shall be vested in the Mayor, Clerk-Treasurer, and such departments as are provided by state law, and in such other officers as may be appointed by virtue of state law. The Common Council may, by ordinance, provide that committees of such Council shall exercise executive functions, subject to the directions of such Council, when not in conflict with IC 36-4-1-1 et seq.
