§ 37.08  DEFERRED PAYMENT OR COLLECTION CHARGE FOR UNPAID CITY SERVICE DEBTS.
   (A)   Any service or utility charge except for water service not paid within two business days of the due date thereof shall be subject to collection or deferred payment charge often 10%. The due date is 15 days after the billing date. Further, the delinquent customers shall be liable for the cost of collection including but not limited to reasonable attorney fees and Court costs.
   (B)   This deferred payment or collection charge shall apply to all charges made by the city which would include but not be limited to storm sewer charges, fire protection service charges, hydrant charges, and trash collection. The only charge exempted would be the city water utility charges, as those charges must be first approved by the Indiana Utility Regulatory Commission.
