There is hereby established a non-reverting cumulative fund that will be known as the New Castle Extreme Park Non-reverting Fund. Any monies donated to the city or received by the city from grants or other sources for the construction of skateboard parks, bicycle ramps or bike parks, or other extreme parks shall be deposited in this fund. Further, the city may from time to time appropriate monies and deposit same in this fund. Such monies deposited in this non-reverting cumulative fund shall remain there from year to year.
