There is hereby established a cumulative non-reverting fund that shall henceforth be known as the Sidewalk Construction, Repair and Replacement Non-Reverting Fund. All payments made to the city for the repair or replacement of sidewalks from any sources, public or private, shall be placed in this non-reverting fund. Due to the nature of this fund, it shall be cumulative and shall not be considered as part of the city’s general funds.
