All proceeds deposited in the First Aid Recovery Fund shall be used at the discretion of the Board of Public Works and Safety solely for the replacement of, or upgrading of equipment used by the city ambulance service, commonly referred to as the Emergency Unit. Further, the Board of Public Works and Safety is authorized to pay the following operating expenses from said non-reverting fund.
(A) Contractual fee to be paid to Billing Service Administrator for services rendered.
(B) Reimbursement of any funds received in error or satisfaction of any claims properly made and to resolve disputes, claims and litigation and all costs and charges associated therewith including but not limited to reasonable costs, charges, and attorney fees.
