The sole source of monies for the fund shall come from private donations or various fundraisers, and shall not be levy monies. Further, all such funds shall be recorded and expenditures appropriately documented so as to conform with the rules and regulations of the State Board of Accounts. All claims paid from the Fund shall be in accordance with the appropriate state law and require approval by the Board of Public Works and Safety. However, in making such expenditures, the Board shall take all steps reasonably necessary to insure that donated funds are used for the purpose intended by the donor.
