By applying for or receiving a permit under this chapter all owners and operators of a sexually oriented business grant to the City and its agents and employees a right of entry to the permitted premises during hours in which it is open for business and during such additional hours as are reasonable in order to allow them to assure continuing compliance with the regulations of this chapter.
