862.14 PROVISIONS NOT RETROACTIVE.

The provisions of this chapter shall not affect any license heretofore issued to any owner or driver, but shall have full force and effect at the expiration thereof. The provisions of this chapter shall not be effective as to any other property rights hereinbefore acquired or granted under the provisions of prior ordinances regulating taxicabs and their operation.
