(a) No license or permit shall be transferred except with the consent of the Municipality and ratification by Council. An application for such transfer shall be in writing and be accompanied by the fees prescribed in Sections 840.04 and 840.05. The written application for such transfer shall contain the same information as required in this chapter for initial application for the license or permit.
(b) Upon the sale, transfer or relocation of a massage establishment, the license therefor shall be null and void unless approved under the provisions of Section 840.06. However, upon the death or incapacity of the licensee, or a co-licensee, of the massage establishment, an heir or devisee of a deceased licensee, or a guardian of such an heir or devisee of a deceased licensee, may continue the business of the massage establishment for a reasonable period of time not to exceed sixty days to allow for an orderly transfer of the license.
