Section 11.04   Charter Review Commission.
   Not later than the last day in January, 1989, and every eight (8) years thereafter, Council shall appoint, by a majority vote of its members, a Charter Review Commission consisting of no less than five (5) electors of the City. Members of the Charter Review Commission may not at the time of their appointment to the Commission nor within a period of six (6) months prior thereto, be or have been an elected or appointed official of the City or an employee of the City. Such Commission shall review the Charter of the City and, within the time designated by Council at the time its members were appointed, or within any extensions thereof granted by Council, recommend to Council such alterations, revisions, and amendments, if any, to this Charter, as in its judgment are desirable. The Commission shall act in an advisory capacity to Council regarding Charter revisions. After consideration of the recommendations of the Charter Review Commission, Council may submit any or all of such proposed alterations, revisions, or amendments to this Charter to the electors of the City in the manner provided by Section 10.03. The terms of the members of the Commission shall terminate at the end of the period designated by Council at the time of their appointment, or any extension thereof.
