Section 10.03   Charter Amendment.
   (a)   Proposal of Amendment. Amendments to this Charter shall be proposed as required by the provisions of Article XVIII, Sections 9 and 14, of the Constitution of the State of Ohio.
    (b)   Adoption of Amendment. If a majority of the qualified voters of the City voting upon a proposed Charter amendment vote in favor of it, the amendment shall become effective at the time fixed in the amendment; or, if no time is therein fixed, said amendment shall become effective thirty (30) days after its adoption by the voters.
    (c)   Conflicting Amendments. If two (2) or more conflicting amendments, or two (2) or more of the same nature are on the ballot, then the passing amendment receiving the greater number of affirmative votes cast shall be the amendment to the Charter. (Amended Nov. 3, 1998)
