660.15   SMOKING IN CITY BUILDINGS.
   (a)   As used in this section, “smoking” means the lighting, holding or carrying of, or emitting or exhaling the smoke of, a pipe, cigar or cigarette of any kind.
   (b)   No smoking shall be permitted anywhere in any City building at any time, except as provided herein.
   (c)   The City Manager shall designate one smoking area per building of the City wherein people are normally found. Such designated smoking area shall be equipped with a suitable exhaust fan.
   (d)   The City's buildings shall each be posted with signs prominently indicating that no smoking is permitted therein except in the designated area.
   (e)   The City Manager or his or her designee shall establish one employee assistance program, on a one-time only basis, for City employees who desire to quit smoking.
   (f)   Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
