Section 6.07.   Department of Finance.
   The Director of Finance shall be appointed or terminated by the City Manager with the consent of Council.
   The Director of Finance shall have knowledge of municipal accounting and taxation and have experience or training in budgeting and finance control.
   The Director of Finance shall be the Chief Fiscal and Accounting Officer of the City and shall have the powers and duties necessary to direct the Department of Finance, as prescribed by this Charter, the Constitution and laws of the State of Ohio, and the ordinances of Council.
   It shall be the responsibility of the Director of Finance to coordinate and administer the financial operations of the City including, but not limited to, treasury and tax functions, financing, forecasting, and financial reporting.
   The Director shall also have, without intending limitations, the following specific duties:
   (a)   Preparation and distribution of periodic departmental reports of receipts, expenditures, and fund balances in such form and to such persons as prescribed by the City Manager at the request of Council.
   (b)   Upon the death, resignation, removal, or any other termination of employment of any officer or official, the Director of Finance shall examine the accounts of such officer or official and report the findings to the City Manager.
   (c)   At the end of each fiscal year, shall prepare for the Manager a full budgetary report and inventory of City properties and holdings.
   (d)   Serve as purchasing director of the City unless such duties are otherwise assigned by the Council.
