Section 5.05.   Absence or Disability of the City Manager.
   The City Manager may designate, by letter filed with the Clerk and approved by the Council, any qualified administrative officer of the City to perform managerial duties during periods of temporary absence or disability.
   If such designation has not been made, and the Manager is unable to perform said duties or make such a designation, the Council shall declare by resolution that a state of disability exists and shall appoint any qualified administrative officer of the City to perform those duties until the Manager shall return, resign, or be removed because of extended disability.
