Section 4.07.   Prohibitions.
   (a)   Holding Other Office. Members of Council shall not hold any other City office or employment in the government of New Carlisle during the term for which they were elected or appointed. No former members of Council shall hold any compensated appointive City office or employment until one (1) year after the expiration of the term for which they were elected or appointed to Council. No employee shall serve on City Council until six (6) months after expiration of employment with the City.
   (b)   Interference with Administration by Council. Neither the Council nor any of its members shall in any manner dictate the appointment or removal of any City employee who falls under the jurisdiction of the City Manager. Council and its members shall not give orders, directly or indirectly, to any City employee except the City Manager, as provided by Article V, Section 5.03. However, nothing in this section shall preclude Council from initiating and conducting investigations pursuant to Section 4.10 and Section 5.03.
   Council members declared in violation of this prohibition of the Charter shall forfeit their seats on Council in accordance with Section 4.08(b), and said seats shall be declared vacant. Such persons shall not be eligible to hold further office or employment in the City government for a period of five (5) years.
