Section 4.06. Absence, Death or Resignation of Mayor or Vice Mayor.

In the event of the absence of both the Mayor and Vice Mayor at a scheduled Council meeting, Council shall choose one of its other members in attendance as presiding officer. In the case of death, resignation or removal of the Mayor or Vice Mayor, an election of a successor shall be held no later than the second next regular Council meeting.
