The Council may determine the annual salary of Council members and additional compensation for the Mayor by ordinance. Such ordinance, setting salary and compensation for all Council members shall become effective on the date of commencement of the terms of Council members elected at the next regular Municipal election, provided that such election follows the adoption of the salary ordinance by at least six (6) months. Council, by resolution or ordinance may vote actual compensation of special City business expenses incurred by Council members, but the resolution or ordinance shall specify the exact purpose(s) for which the amounts are appropriated.
