Being grateful to Almighty God for the blessings of liberty, we the people of the Municipality of New Carlisle, Clark County, Ohio, in order to secure and exercise all powers and benefits of local self-government conferred by the Constitution and laws of the State of Ohio, do adopt and enact this Charter for the Government of the Municipality of New Carlisle, Ohio, in the year of our Lord One Thousand Nine Hundred Eighty.
