618.07   NOISY ANIMALS.
   (a)   No person shall keep or harbor any dog, cat, fowl, or other noisy animal which, by frequent and habitual barking, howling, crying, yelping, or by any other means creates unreasonably loud or disturbing noises of such a character, intensity and duration as to disturb the peace, quiet and tranquility of the City. Any person who allows any such animal habitually to remain or be lodged or fed within any dwelling, building, yard or enclosure, which he or she occupies or owns, shall be considered to be harboring such animal.
   (b)   Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
