452.14   SNOW EMERGENCY PARKING.
   (a)   A snow emergency shall be deemed to exist when measured snowfall exceeds two inches on a primary thoroughfare.
   (b)   During the period when such a snowfall exists and when such snow emergency is deemed to exist, no person shall park a vehicle on designated streets.
   (c)   The Division of Police may order the removal of a vehicle parked in violation of division (b) of this section to an impounding lot where such vehicle shall be held until the expense of such removal is paid by the vehicle owner.

   (d)   The prohibition set forth in division (b) of this section is absolute and shall override all other permissions to park.
