1222.07   VIOLATIONS.
   (a)   Compliance with Rules and Regulations; Abatement of Nuisances. No person shall violate any rule or regulation adopted by Council for the purpose of setting standards and requiring and securing the construction of improvements within a subdivision, or fail to comply with any order pursuant thereto. Whoever so violates or fails to comply is creating a public nuisance, the creation of which may be enjoined and the maintenance of which may be abated by action at suit of the Municipality or any resident thereof.
   (b)   Recording. No County Recorder shall record a plat contrary to the provisions of these Subdivision Regulations.
   (c)   Transfer of Property.
      (1)   No land owner or agent thereof shall transfer any lot, parcel or tract of such land from or in accordance with a plat of a subdivision before such plat has been recorded in the office of the County Recorder. The description of such lot, parcel of tract by metes and bounds in the deed or transfer shall not serve to exempt the seller from this provision.
      (2)   No person shall dispose of or offer for sale or lease, for a time exceeding five years, any lot or part thereof in a subdivision before these Subdivision Regulations are complied with.
