(a) The Board shall review requests and proposals for financial assistance and provide recommendations to Council on all matters relating to the creation and maintenance of community and youth activities and programs. In making its recommendations, the Board shall consider the needs of organizations dedicated to the improvement of the health, safety and welfare of the citizens of the City.
(b) In addition to studying requests and proposals from youth and community service organizations, the Board shall encourage the planning and establishment of youth recreational, cultural or service activities or programs that promote the improvement of the health, safety and welfare of the youth of the City.
