(a) This handbook outlines certain plans, procedures and policies of the City of New Carlisle, Ohio (City). It is provided solely for general information. It is not intended to create, and it does not create either an express or implied contract of employment between any employee and the City.
(b) Formal documents such as insurance policies and trust agreements set forth the eligibility, participation, coverage, benefits, limitations and other provisions that govern the topic matters they address. Employees must refer to these formal documents to find the actual provisions that govern these matters. Employees may not rely on this handbook or any other representations as to these matters.
(c) If an employee is a member of a bargaining unit which has a collective bargaining agreement with the City, the collective bargaining agreement governs any conflicting provision of this handbook.
(d) The provisions of this handbook, as well as any other City policies, provisions or procedures, may be changed, modified, revoked, suspended or terminated at any time without notice.
