Whenever the Fire Administrator disapproves an application or refuses to grant a permit applied for, or when it is claimed that the provisions of the Ohio Fire Code and the National Fire Codes, as adopted in Section 1610.01, do not apply or that the true intent and meaning of such Codes has been misconstrued or wrongly interpreted, the applicant may appeal from the decision of the Administrator to Council within thirty days after the date of the decision.
