The Clerk of Council shall notify every owner or lessee of a building on a street in the Municipality of the proper number therefor, and within thirty days after receiving such notice, the owner or lessee shall fix such number in a conspicuous place on the front of such building. The figures of such number shall be not less than three inches in height and made of metal, porcelain or another durable material. Such number shall be maintained upon such building at all times, and no number other than the number assigned thereto shall be placed or permitted to remain upon such building. All broken or defaced figures shall be promptly replaced or restored to their proper condition so that they may at all times be distinctly read.
