220.03   PROCEDURE FOR PERFORMANCE EVALUATIONS; SALARY ADJUSTMENTS.
   (a)   The following procedure is established to enable the members of Council to evaluate the performance of the City Manager. A salary review shall also occur at the time of each evaluation.
      (1)   The first evaluation shall occur following the initial six months of employment or as near thereto as practical. The next evaluation shall occur following the initial twelve months of employment, and each evaluation thereafter shall occur after each subsequent twelve months of employment or as near thereto as practical.
      (2)   The relationship between the City Manager and the Council is unique, being the point where the administration and the policy body come together. The relationship requires that trust, confidence and accuracy always characterize the dealing of either with the other. When these qualities exist, it is necessary that both the Council and the City Manager continue to deal with each other on such a good basis. When these qualities do not exist, both the Council and the City Manager need to explore frankly with the other whether the relationship can be repaired. If it cannot, then both need to plan for the City to enter a transition which will result in a new City Manager being hired.
      (3)   Both Council and the City Manager shall fill out forms which shall be jointly for this purpose. These completed forms shall be copied and circulated for study by all Council members and the City Manager. If it desires, Council may meet and prepare an integrated form for this purpose.
      (4)   The Council and the City Manager shall then meet in executive session to discuss the forms and their relationship. As part of this session, new and different directions desired will be discussed, as will salary and benefits. Decisions shall be implemented through normal procedures.
      (5)   Copies of evaluations shall be maintained in the City Manager's personnel file and Council files.
      (6)   At any time, any member of Council or the City Manager may submit a supplemental evaluation if there is an item, either good or bad, which he or she feels should be discussed about the relationship between Council and the City Manager.
