(a) The City Manager is hereby granted the authority to enter into contracts which bind the City for any purpose which involves the expenditure of funds of the City equal to or less than $35,000, as the same may be amended from time to time.

(b) All contracts entered into on behalf of the City pursuant to the authority granted in subsection (a) hereof are hereby ratified as fully and completely as if ratified by a separate ordinance enacted specifically therefor.
