Appeals to the Board of Appeals concerning the interpretation or administration of this Zoning Code may be taken by any person aggrieved or by any officer or bureau of Council affected by any decision of the Zoning Inspector. Such appeal shall be taken within twenty days after the decision by filing, with the Inspector and with the Board, a notice of appeal specifying the grounds upon which the appeal is being taken. The Inspector shall transmit to the Board all the papers constituting the record upon which the action appealed from was taken.
