Any of the Rules of Council, as set forth in this chapter, may be amended by a two-thirds vote of the Council members present at a regular meeting where such amendment is presented. The proposition to amend such a Rule shall be in the form of a resolution, introduced at one meeting and read and acted upon at the next regular meeting.
