1238.09   SPECIFICATIONS.
   (a)   Generally. The design and construction of curbs and gutters, streets, sidewalks, drainage facilities, sanitary facilities and water lines shall be in accordance with the rules, regulations and specifications of the Municipality.
   (b)   Streets.
      (1)   No street in a major drainage area shall be approved unless the proposed elevation is considered substantially safe as determined by the Municipal Engineer and approved by Council.
      (2)   No street grading is permitted until the preliminary plan has been approved by the Planning Board, and the Engineer has approved the final construction drawings. The entire width of the right-of-way shall be brought to the approved grade and sloped at an angle agreeable to the Engineer, back from the property line to meet existing or planned elevations.
   (c)   Fences. When required as specified in Section 1238.05, fences shall be of the chain link or other acceptable all-metal material design and three and one-half feet or more in height.
   (d)   Permanent Monuments. Every permanent monument shall be a standard Ohio Department of Transportation monument box, with a brass rod, which may be obtained from the Director of Public Service.
   (e)   Utilities.
      (1)   Generally.
         A.   The installation of utility lines shall be carried out in accordance with plans and profiles prepared for the subdivider by the appropriate utility company, such plans and profiles to be reviewed and approved by the Director of Public Service. All plans and profiles shall be subject to final approval by the Planning Board and Council. All utility lines for telephone, electric service and street lights shall be placed underground with the exception of existing overhead lines and high-tension power lines and except in cases where the Municipal and/or County Engineer determines that topographic, bedrock or underground water conditions would result in excessive costs to the subdivider. The underground utility lines shall be located at the rear of the zoning lots and shall be physically separated from the public water and sewer lines by a minimum distance of fourteen feet. Markers shall be placed above ground at the right-of-way lines on both sides of all streets that the underground lines traverse.
         B.   All telephone and/or electric service lines shall be placed underground throughout the subdivision, and the conduit or cables shall be located within easements or public right-of- way trenches in a manner which will not conflict with other underground services. All transformers and terminal boxes shall be located so as not to be unsightly or hazardous to the public.
         C.   All excavations for public utilities made under paved areas shall be properly backfilled with approved granular materials, thoroughly compacted in place, and the pavement shall be restored in kind.
      (2)   Overhead utility lines. Overhead utility lines, where permitted, shall be located at the rear of all lots. The width of the easement per lot shall be not less than five feet, and the total easement width shall be not less than ten feet.
      (3)   Sanitary sewer, electric and/or telephone lines in same easement. Whenever a sanitary sewer line and electric and/or telephone lines are each placed underground in the same utility easement, the following provisions shall apply:
         A.   The total easement width shall be not less than twenty feet.
         B.   The sanitary sewer line shall be installed within three feet of one side of the easement, and the electric and/or telephone lines shall be installed within three feet of the opposite side of the easement.
