1236.07   ALLEYS.
   (a)   Prohibited in Residential Areas. Alleys are not permitted in Residential Districts unless there are unusual circumstances which make alleys necessary.
   (b)   Required in Certain Districts. Alleys shall be provided in multifamily, business and industrial districts, except that the Planning Board and the Commission, when involved, may waive this requirement when other definite and assured provisions are made for access to off-street parking, loading and service.
   (c)   Width. The minimum width of an alley shall be twenty feet, and the paved area shall be at least sixteen and one-half feet.
   (d)   Intersection and Alignment. Alley intersections and sharp changes in alignment shall be avoided, but where necessary, the corners of intersecting alleys shall be cut off by a line connecting two points which are located along the alley ten feet back from the intersection for each foot of alignment.
   (e)   Dead-End Alleys. Dead-end alleys are not permitted unless considered necessary by the Planning Board and the Commission, when involved.
