210.10   SPEAKING AT MEETINGS.
   Each Council member or other person addressing Council shall make every effort to confine his or her discussion to the question under debate. Each such member or other person shall be limited to five minutes and shall not speak more than once on any subject until everyone choosing to speak has spoken.
   Council members and other persons addressing Council shall avoid a discussion of personalities and shall not question a person's reputation or motives.
