In addition to the requirements specified in the Zoning Code, the following conditions shall apply to the development of commercial subdivisions:
(a) Curb cuts along primary thoroughfares are prohibited, except in cases where no other means of automobile access is available. In cases where such curb cuts are essential, their number, size and location shall be controlled so as to minimize traffic conflict upon the primary thoroughfare.
(b) Supplementary service roads are required where access to abutting businesses is necessary.
(c) The cost of all oversize improvements, where necessary, shall be the responsibility of the subdivider. Such oversize improvements shall be subject to the review and approval of the Director of Public Service.
