In order to provide suitable sites for industrial development, the Planning Board may grant a subdivider the right to vary the yard setbacks and building placements subject to the following conditions:
(a) An overall plan of the entire tract, showing streets, lot lines, lot areas, easements, encumbrances and other relevant data, shall be submitted in accordance with Chapters 1226 and 1228.
(b) Industrial access streets for industrial subdivisions shall be planned to serve industrial areas exclusively and shall connect with primary or secondary thoroughfares so that no industrial traffic will be directed into any residential local access street.
(c) The intersection of service streets from parking areas with thoroughfares or collector streets shall be not less than 100 feet from the intersection of the thoroughfares or collector streets with any other street.
(d) The cost of all oversize improvements, where necessary to facilitate the operation of the industrial subdivision, shall be the responsibility of the subdivider. Such oversize improvements shall be subject to the review and approval of the Director of Public Service.
(e) Upon completion of all of the required public improvements, the subdivider or developer shall request, in writing, a final inspection by the Director of Public Service, as required under Ohio R.C. 711.091.
