1232.02   PRIOR ZONING REQUIRED; IMPROVEMENTS.
   Commercial and industrial plats must adhere to the following requirements:
   (a)   Commercial and industrial plats must be zoned for business or industry, whichever is applicable, before this section is applicable.
   (b)   A commercial and industrial development requiring new streets shall be platted. However, individual lot lines within the plat may be established by resubdividing after the plat has been approved as recorded.
   (c)   Improvements shall be constructed according to the provisions of Chapter 6.1 of the Subdivision Regulations of Clark County or Chapter 1238 of these Codified Ordinances, except that:
      (1)   All commercial and industrial plats must have approved sewer and water facilities.
      (2)   Sidewalks are not required unless deemed necessary by the proper authorities.
      (3)   Curbs and gutters shall be installed in all cases.
