1228.03   PRELIMINARY PLAT APPLICATION AND REQUIRED DATA.
   (a)   Generally. The number of days that all of the necessary items listed in subsections (b) through (f) hereof shall be submitted to the planning staff prior to the Planning Board or Commission meeting shall be as set forth by Council. Applications, plans and data shall be filed with the Planning Board for subdivisions within the corporate limits and with the Board and applicable Commission for subdivisions within the three-mile jurisdictional area.
   (b)   Application. An application, an example of which is contained in Appendix G, shall be filed. Copies of the application form may be obtained from the planning staff.
   (c)   Percolation Tests. Percolation test results shall be filed with the County Health Department. An example of the required format is contained in Appendix C, and copies may be obtained from the planning staff.
   (d)   Protective Covenants. A proposed set of covenants, an example of which is available from the planning staff, shall be filed.
   (e)   Vicinity Map. A vicinity map, at a scale of not less than 2,000 feet to the inch, shall be shown on, or accompany, the preliminary plat. Such map shall show all existing subdivisions, roads and tract lines and the nearest existing thoroughfares. It shall also show the most advantageous connections between the roads in the proposed subdivision and those of neighboring areas.
   (f)   Drainage Plan. A preliminary drainage plan shall be filed with the planning staff and shall consist of the estimated profile of the drainage system and streets, the origin and proposed destination of storm water and the proposed drainage facilities.
