(a) Prior to preparing a preliminary plat, it is strongly recommended that the subdivider seek the counsel of the planning staff at the outset, by submitting a sketch plan, the contents of which are described in subsection (b) hereof. The staff, acting for the Planning Board and the Commission, when involved, shall, within ten working days, inform the subdivider that the sketch plan, as submitted, does or does not meet the objectives of these Subdivision Regulations. The reasons therefor, if the sketch plan is not approved, along with suggested modifications, shall be given to the subdivider.
(b) The sketch plan may be a freehand drawing in pencil, showing the land in question, in relation to the surrounding area, and existing and proposed streets, lots, areas set aside for recreational use, utility locations and other features. Sufficient information pertaining to topographic data should be presented for the planning staff to evaluate the plan.
