210.02   SPECIAL MEETINGS.
   The City Manager, the Mayor, the Vice Mayor or at least four members of Council may call for a special meeting, provided that all Council members receive at least twelve hours written notification of such meeting. Such written notification shall be delivered to each member personally or left at his or her usual place of residence, and shall generally state the subjects to be discussed at the meeting. Written notice to a member may be waived by such member.
