1222.02   DUTIES OF ENFORCEMENT OFFICER.
   The Enforcement Officer shall act on behalf of the Commission in making an initial determination that a particular subdivider has not complied with these Subdivision Regulations.
   Specifically, the Enforcement Officer shall perform the following functions:
   (a)   Establish that all the requirements of Chapters 1226, 1228 and 1232 through 1238 have been fully met by the subdivider;
   (b)   Make certain inspections of improvements within proposed subdivisions, maintaining a vigil on the quality of the improvements and the adherence of the subdivider or developer's work to the timetable specified in these Subdivision Regulations;
   (c)   Distribute, when appropriate, copies of the preliminary plat to the Director of Public Service and other Municipal and County officials for their study and review comments;
   (d)   Determine instances of noncompliance with these Subdivision Regulations on the basis of an interpretation thereof and the review comments of all the appropriate officials to whom review copies of the preliminary plat were sent;
   (e)   Make recommendations to the Planning Board for action on all preliminary and final plats, certifying those final plats which are in full compliance with these Subdivision Regulations;
   (f)   Maintain permanent and current records of these Subdivision Regulations, including amendments thereto; and
   (g)   Receive, review, file, forward and maintain records of preliminary plats, final plats, application forms, construction drawings and other required submissions under these Subdivision Regulations.
