The following are not subject to these Subdivision Regulations:
(a) Subdivisions of land where all parcels contain more than five acres and new streets or access easements are not involved; and
(b) The exchange of parcels of land between adjoining land owners, whereby the original parcel is not reduced below the requirements of the Zoning Code or these Subdivision Regulations and a new building site is not created as defined by such requirements.
