(a) For each emergency ambulance run, the person requesting or receiving such service shall be charged in accordance with the following table of rates:

(b) Charges shall be reviewed annually and adjusted for inflation to the Inflation Factor Index established by the Health Care Financing Administration.
(c) The Fire Administrator shall review the base charges established herein and submit recommendations regarding them to the City Manager at least every two years.
