(a) It will be necessary for homeowners within the City to purchase a permit from the City before beginning new construction of a sidewalk on their property. This permit fee will cover the cost of inspections by the City to verify the homeowner is complying with City regulations of sidewalks.
(b) The permit fee is hereby established to be twenty dollars ($20.00) per hour or any fraction thereof.
