(A) The Community Services Fund shall be established and shall continue perpetually to accept donations for specific community projects or programs presented by the town.
(B) At such time as the Town Council determines that the Community Services Fund is no longer necessary, by majority vote of the Town Council the fund may be terminated and any and all remaining balance deposited in the General Fund.
