(A) Names of committees. At the first meeting of the Town Council it shall be the duty of the President to appoint the following 4 standing committees or commissions to serve until the reorganization of the Council after each election:
(1) Park and Cemetery;
(2) Law Enforcement and Fire;
(3) Streets; and
(4) Utilities.
(B) Duties and powers. The standing committees or commissions shall have the management and control of the affairs of the Department for which the committee was established. It shall be the duty of each committee or commission to report to the Town Council at any time the Council calls upon it to do so, or when it is deemed necessary.
