§ 91.14 NOTICE TO PROPERTY OWNERS.
   (A)   Whenever in the opinion of the Town Council, any new sidewalks should be built or old sidewalks repaired, in the town, the Council shall forthwith give notice to the owners of the property affected and those abutting the property or their agents.

   (B)   If residents of the town, and in case the owner or agents be nonresidents of the town, the Board shall serve the notice by sending a copy thereof by registered letter to the owner or agent.
   (C)   If the address of the owner or agent be known, and if the owner or agent be nonresidents and their address be unknown, or the real estate be vacant, or unoccupied, and the residence of the owner or agent be unknown, then a copy of the notice shall be posted in a conspicuous place requiring the owner to build or repair the same within 30 days from the date of service of the notice.
   (D)   In case the owner shall fail to build or repair a sidewalk after the notice has been given, then the town shall proceed to build or repair the walk and the costs, charges and expenses thereof shall be charged against the owner of the property and shall be collected in the same manner as assessments for street improvements.
