Upon the decease of any lot owner or transfer of any lot or grave site, the heirs or devisees of the descendent shall file in the office of the Clerk-Treasurer full proof of their heirship or the transference of their ownership, for the purpose of recording the same in the cemetery records. No recognition as owner will be granted until the transfer has been entered upon the records.
