§ 72.20 PARKING DURING SNOW CONDITIONS.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
        NOTICE OF SNOW CONDITION. A written notice to be placed on any vehicle parked on any town street informing the owner, operator, or other person in control of the vehicle to remove the vehicle within 24 hours of the declaration of snow condition.
      SNOW CONDITION. A formal declaration by the President of the Town Council, or any member acting in his or her absence, that the SNOW CONDITION in the town is such that the streets are hazardous or partially or completely impassable because of the excessive accumulation of snow, ice, or slush.
      VEHICLE. Any self-propelled, motorized vehicle.
   (B)   Declaration of snow condition.
      (1)   Upon the declaration by the President of the Town Council, or any member acting in his or her absence, that the snow condition in the town is such that the streets are hazardous or partially or completely impassable because of the excessive accumulation of snow, ice, or slush, no vehicle shall be parked on any town street after the expiration of a 24-hour period from the time a written notice is placed on the vehicle, and the vehicle shall be moved to a cleared area.
      (2)   In addition to the written notice to be placed on the parked vehicle, the Town Marshal shall serve a copy of the written notice upon the registered owner of the vehicle wherever he or she may be found or at his or her residence in the town.
      (3)   The declaration of a snow condition is effective from November 1 through April 1.
      (4)   Any vehicle parked, stalled, incapable of moving under its own power, or left unattended upon any street during a snow condition, shall be impounded after the appropriate notice is given.
