§ 53.24 RIGHT OF INSPECTION.
   (A)   The town, through its duly authorized officers and inspectors, shall have the right of ingress and egress to the premises for the purpose of inspecting the meter installed thereon and to check the distribution system within any structure for leaks or tampering.
   (B)   If during the period of any month any service and meter calls inspectors and official of the town, charged with the duty, do not have access for the purpose of reading the meter, the town is authorized to charge and exact for the consumption of current during the month, at which ineffectual calls are made for the purpose of reading the meter, an estimate equaling the service consumption of the next preceding month or the consumption on the corresponding month for the former year, whichever be the greater, adjustment on the charge, whether over or under, to appear in the subsequent month’s bill.
